Re: Western PA Military Bases and NEMA
Well, as far as ones in Real Earth, here's a bit of Google-fu. Roughly speaking, just cross off anything east of I-99.
Chaos Earth-wise, it seems like a lot of major domestic bases were consolidated into heavier armored bunkers. Though it seems like most internal ones were given over to NEMA use as well, which makes sense given their apparent role as the all-purpose domestic defense force for the North American Alliance.
Interesting note that I didn't realize until looking over the topography, looks like Clearfield county would be getting a good soak, probably washing a lot of material into Indiana county and possibly some flooding in neighboring counties. Contaminated run-off is very likely to reach the Allegheny River.
Also keep in mind quake damage, particularly with civilian structures.
The Lehigh Valley and I are still SOL though, so at least your area looks great in comparison.
