MA/PB Intimidation/Charm ??

Hi Guys,
Im curious about the % for Intimidation and Charm. I know you get a % number when you have a high MA/PB. But there is a minimum % number at 16. I don't remember what they are right now. My question is, if my character has a 15 or less for both MA/PB, shouldn't my character get that minimum % number (16 MA/PB) for Intimidation and Charm?? My thinking is that every character should be able to Intimidate and/or Charm to some degree. What do you think?

multiply the MA number by 1.875 (unless above 17) and that is your chance to trust/intimidate).

How did you come up that? Just curious.

The precentage for trust/intimidate is 35%...so 16 would be around 30%....30/16 is 1.875.
