Try the Rifter, Dead Reign is a trademark for Palladium so just dropping a Dead Reign story onto another publisher wouldn't be a good idea. The Rifter prints short stories, so I'd try them.

Third party publishers don't usually publish "Fan Fiction".

DTMK posted a crossover fan-fic of Dead Reign and Heroes Unlimited a year or two ago that was pretty good.

as long as you don't mention any copyrighted material, it's just a story. i write short stories and frequently play out all battles and skill checks allowing the dice to write the story for me.
