Doesn't Control Elemental Force Earth have a spinning dust cloud power? That might be similar. Or you could go with the damage from the APS: Sand character's normal sandblast and apply it to the area of effect you've defined for his sandstorm.

I like the idea of using the sandblast as the basis for an area attack.

I'd go 1d6+1 per level 15 seconds of exposure to a twentyish foot area (maybe fifteen feet + one foot every even level).

Or maybe you could make the damage level based. Originally I was thinking 1d6/lvl, but at high level that's alot of damage. Hmm... actually, if that covered the whole melee round it probably wouldn't be. Yikes, if someone was trying to go hand to hand with him, taking 14d6/round would hurt real bad, real fast.

Or you could do +1d6 every 2 levels, starting out at 2d6 at 1st, then 3d6 at 3rd, etc.

EDIT: You do realize that regardless of the damage you decide, that you will still be able to disable virtually all guns, vehicles, robots, and power armor in a few rounds right? And any humanish foe that doesn't have APS of some sort would be blinded.

Guns would jam because of sand in the barrel, glass would be etched and cloudy, air intakes would get silted over, and normal eyes would be full of sand.

I was going to bring up the visual impairment part as well. Especially if sand actually gets into the eyes, you can wind up with a torn cornea or worse.
