I think you're thinking of Rifter #12 for The Geiger Organization and Hugh Younger's Masks of Power. The Silver Mask creates Alter Physical Structure powers with its corresponding element. The way it's phrased, in theory, the mask could have ALL the CEF powers when they become that particular APS.

In this reality, I'm also adding other beings who may have been repressed and downtrodden, or even abandoned like the Changelings, especially Changeling Metamorphs and the Erittimas from Aliens Unlimited. Shape shifting inquisitors and flying reptilians with energy swords? Why not?

Also covered in the description. If it's an Artificial Intelligence, then standard rules would apply in the Robotics section. If it were someone rebuilt into this body or transferred intelligence, then use the skills of whatever person that would be.
