PS. I love what you did to convert all of those characters. Those 18 pages were most insightful for the recent changes i am making to my Villian. I personally use the natural roll of the D20 to determine armor penetration. Bonuses to strike from skills, powers, training, etc... will allow a person to hit their target, but you might not hit well enough to penetrate the AR. I go for Juggernaut - he is absolutely invulnerable to physical harm. Only psionics and extremly powerful (defic-level) magics have a chance of affecting him.
