Thought Experiment: 80's style, over top action gaming rules

I was watching that Kung Fury trailer. and it occurred to me that style play might make a fun game. Now three immediate thought hit me.

1) The Concept need a seriously high amount of disbelief suspension which means a lot existing penalties would be tossed. and some ahh well 80's style changes made. What rules would be tossed and what would stay or be altered?

2) Would the MDC levels or amount damage output be altered in terms of combat?

3) the idea of a game like that screams of N&SS..with Chi powered heroics and super powers. Would a chi-powered SN strength that be effective for a move/action or set amount of time be viable?

Ironically, in Ninjas & Superspies Mystic China, there's a style that's designed to PLAY OUT that style of chop-socky action style without breaking your neck(or somebody else's face), and get acting jobs too. Just great for your ludicrous mage.
And of course, Crazies live to emulate old kung-fu movies. The South American MunchkinUltra-Crazy can easily do that sort of superfast armor-busting slapstick.

In one GI Joe comic I read Stormshadow punched a tank and it fell to pieces. Of course Stormshadow is very Definition of what a Ninja is..

Okay I'm oddly considering a game of this..now I'm doing a few things right off the bat..

-one Called shots while moving I'll have suffer the moving penalty.

-the moving target penalty will be a -4 or -3.

-Vehicle section will need to meet the 80's standards and N&SS has that covered.

-I'll watch some old Miami Vice and get a feel for the era..listen Phil Collins..
