Normally, no. There are a few specific exceptions for certain characters, powers and equipment. But generally speaking, characters do NOT get their hand-to-hand or P.P. bonuses to ranged weapons like rifles and pistols.

Ive read the Chi-Kung art and the Weapon Kata info on page 123 of N&SS several times looking for what this player's referring to and I found nothing of the sort.
The W.P. Kata for Automatic pistol only means that the character can use his pistol as a part of the martial art (its part of the training). It also gives him a special Pistol Whip attack (1D8) as part of the art. Having the weapon kata means that the character does not have any restrictions of requiring a full melee round or of not allowing other actions.
This means that he can use his auto pistol while fighting and getting the strike bonuses to his pistol whip attacks (which makes sense), not to his ranged attacks. He's also allowed to drop his pistol at anytime to perform grabs, throws, punches and what-not as opposed to needed to hold it the entire melee round.

Hand to Hand bonuses only apply to Modern Weapons if you are using the weapon in a blunt fashion or if it has a blade attached, and then you would use applicable ancient weapon proficiencies instead. Pistol whipping or beating someone with your weapon has different applicable WPs than shooting someone.
