You're right as per the book, tghere is no reason you can't have minor or even major psychic powers. But it's also HIS game and if he thinks it's something that might be overpowering you have to respect that too.

A Ley Line Walker with 2 minor Psi-powers was one of my first Rifts PC's. I had Mind Block and (I think) TK (physical) I'll have to look up my old characters files. It wasn't over powering at all. I did get a lot of use out of Mind Block when the vamps showed up!
