Outsourcing permanent sacrifice

The power Complete Possession, from Armageddon Unlimited, seems like it would allow someone to use another's PPE in a permanent sacrifice such as for the spell Close Rift. Such a character might be able to cast spells on their own, or may instead cast them from scrolls. Another possible use is the hit point sacrifice in the creation of Golems.

Are there other abilities which can seemingly accomplish this?

Sounds like a fair interpretation of the ability though page 14 notes if the body you're using isn't a spellcaster those PPE costs are doubled which probably includes the permanent amounts too.
