Imbuing Agent - production time and cost?

PU2p57 doesn't really go into detail about this but it seems like a really important factor.

I'm not sure if cost would apply to Hypnotic Conditioning but there should certainly be a huge 'time' component there - possibly moreso than the production time of other agents to compensate for having zero material costs to production or needing to carry around dosages, etc?

With self-hypnosis this could otherwise in theory be permanent powers: 15% can be taken "as needed" per 24 hours and 15% of doses last 7-13 hours, so even if someone who mass-produced physical doses of something could carry backups they quickly take to get their powers back fast, I figure the autohpynotic wouldn't be able to do that and would have some mandatory down time where they need to focus and meditate to renew their powers.

I could even see something like separate hypnosis-meditation rituals for each power.

Given the option you can sometimes teach others to make the imbuing agent (30% if instrucetd by the imbued) we probably need rules on teaching too.

I'm kinda picturing how memetic brainwashing out of control could in theory give EVERY human superpowers this way - rules to make it difficult could help slow that down. I don't know what would actually stop people from easily being able to just become this category, it doesn't even have attribute requirements.

That would be up to individual GMs to determine. Most likely if hypnosis grants powers, it is because the person hypnotized has latent abilities and not everyone would get the same powers. Also, not everyone can be hypnotized. I imagine a saving throw vs. mind control would be involved.
