For elves in Rifts, they gain an extra attack per round (3 total) if archery is chosen as a W.P. skill. Elves also have 5D6 P.P.E. to use regardless of O.C.C. To me, it makes sense to use it. The problem is finding kick ass bows that can draw magic energy.
So far, the only ideas I can come up with is either have a techno-wizard create one, or convert a Millenium Tree staff into a bow.
Anyone have any material or suggestions?

Re: magic bows, need ideas
This comes up from time to time, but I'd recommend looking at:
-Rifts (WB9) South America 2 (Larhold), they have a SN PS powered bow (a few different types with slightly differing damages)
-Rifts (WB8) Japan, has the Zen Master's Bow (also found in the BoM) and some arrows are there
-Rifts (WB22) Spyln Dimensional Market, Tattoo Magic has magic arrows (nothing else for inspiration)
-Rifts (WB26) Dinosaur Swamp, has the Steel Tree Bow and arrows (sourcing an issue, but non-magical)
-Rifts (WB15) Spirit West, has fetish magic (also found in the BoM) which apply to bows IIRC (there's also the tech Laser Bow)
-Rifts Book of Magic has Goblin Grenades, TW grenades that can also be made into arrows
-Rifts (WB6) South America 1, has a magic Energy Bow in the Biomancer section (also found in BoM)
-Rifts Conversion Book 1r, Cyclops make lightning arrows (sourcing them of course...)
-Rifts MercOps has a TW Crossbow
-various Rifts Books do list various arrows, including enchanted arrows (SB1o, WB2 come to mind, and I know they aren't the only ones)
EDIT (added to list plus):
you might want to checkout this thread from the Palladium Fantasy Forums:

Re: magic bows, need ideas
As far as suggestions go, just what are you exactly looking at in terms of abilities for a bow? Increased damage? Increase ROF? Other types of buffs for the user?
Techno-Wizardry isn't your only option either, you can also use Eco-Wizardry (same thing, though the "flavor" presentation is different).
Do you want home brew stuff?

Re: magic bows, need ideas
found a few hidden "bow" weapons for Rifts
1. pg321-2 of the Book of Magic, classifies the "Spin-Disk Shooter" as a Crossbow (it also gets mentioned in SoT6 pg103)
2. Dinosaur Swamp (pg131) has a magic hunting bow buried in an NPC description
3. while re-reading the TW Crossbow in MercOps, the background fluff makes mentions "there is a huge market in the magic practicing communities of North America for magical bow-weapons." Though if there is such a market, there is little being done to satisfy it instead opting for magic arrows. It also notes enchantments that have been done (one of which lines up with the DS magic hunting bow, so we know of two enchantments for bow weapons)
4. while not specific to Rifts, Dragon & Gods offers up Dragon Bone Arrows
5. Mindwerks (SB3) also mentions that you can make Millenium Tree Arrows
Though in terms of classes, you'll be pretty limited to the Samurai or Ninja OCCs in Rifts (Japan), there is also a class in Spyn Dim Market. The only other places a dedicated archer might be is in Spirit West (don't have the book, so I don't really know), and the Psi-taur RCC in SA2 (IIRC).
