1. No. The climb Rate is not specified anywhere I know of, but I doubt it would be based on the SPD attribute.
2. No. Swim Speed is not based on the SPD attribute (PS x3 in yard/meters per melee).
3. While not specified, I could see the extra speed being of help with jumping. How far I couldn't tell you.
