These two books contain all the non-AtB TMNT content that had been published.

Yes, The first book will have the main rules (TMNT & OS), plus the adventures Truckin' Turtles and Turtles Go Hollywood.
The second book has Transdimensional TMNT (time travel), TMNT Guide to the Universe (space travel) plus Teenage Mutant Ninja Turtles Adventures.

After the Bomb is Palladium's IP, so you could get the 2nd Ed. book for the other Mutant Animal stats (plus Mutant Humans) there.
The original products, Mutants Down Under (Australia), Mutants in Avalon (Europe), Mutants in Orbit (space/near Earth, split with Rifts), Mutants of the Yucatan (Yucatan Peninsula), Adventures in the Yucatan (adventures booklet from the GM's Screen) and Road Hogs (vehicle combat) are separate & out of print, although you can find all of them on DTRPG.

the ATB sourcebooks might not have been reprinted in forever, but PB still has a stock of them and sells the dead tree format versions on their webstore. though that might change quickly after the KS ends, given a lot of people expressed interested in ATB in relation to the KS, and those older books can be used directly with the TMNT&OS rules.

here is hoping that if they run out of existing stock, they'll do a compiled edition KS for the old versions, and updated editions for ATB2.

The Black, White, and Red editions are the closest to what I think you are asking for.
The cover and interior artwork are black and white with some red.
Each of these books is a collection of books, so inside, there is a reprint of the original cover for each book in that book's section.
From what I saw in one of the Kickstarter updates, those cover reprints will be in full color, but the other interior artwork will be in black and white with red accents for blood, etc.
