Phase Technology Skill? Any one know its base?

The Skill Phase Technology I've seen in Dim Book 2 Phase World on Page 181 for "Tiny Tim" as a level 8 Promethean that has a Phase Technology Skill of 95%.

From what I determined roughly.

95%-10% (for IQ Bonus)-35% (based on a +5% guesstimated base per level as space mechanics skill is +5% per level (page 150))-20% (assuming a +20% for phase bonus for Promethean?) for a BASE SKILL of 30%.

Unless it might be a +30% bonus for a Promethean the BASE SKILL of 20%.

Any one know the real Phase Technology Skill Percentile is?

I tend to use Mechanical Engineering so 25% base, +5% per level. It really doesn't matter too much though as the only people who can have the skill are Prometheans.

Now if you have a first stage Promthean PC then they might want the skill then your numbers are as good as any but as far as I know the skill has never been given in any books.

It also assumes he doesn't have any bonuses for taking the skill multiple times or going to a specialist course or any of the other boosts skills can get.

I assume it is like many of the skills mentioned in NPC write ups that "sound cool" but have no rules and are not made availaible to others

IQ Bonus I agree (what is there to object to?)
5% per Level, I agree as that is the most common skill advancement rate IINM.

As for the rest. I have to ask what these are based on?

AFAIK nothing indicates Prometheans get a bonus to the Phase Technology Skill. In point of fact, we don't even know what skill category it might fall into (if it's Science you get +15% for being 1st Stage Promethean, +10% if its Mechanical/Electrical/Technical) or what if any synergy skill bonuses might exist (you know like how Acrobatics & Gymnastics both provide a bonus to the Climb or Prowl skill).

Now given the parameters I can certainly agree to ignore the issue of a synergy bonus, but the Category bonus I don't think can be ignored. Given the NPCs high end skills (in medical) it might be that the skill could be from the Medical Category (could this indicate that Phase Technology is actually some type of organic-cybernetic tech?) which has an even lower base percentage.

As for a Base Skill Percentage. Given the issue of Category, it looks like the base would have to be between 35-45%. Which is certainly possible as there are skills that can and do start that high in Rifts (not necessarily in the Mechanical Category though).

Does anyone know if there are any other Promethean NPCs with the skill so we can cross check this against?

It also might not be the skiill to make phase gear just the skill to *use* it.
Aka something like the old 1e medical skill of Radiation Technology...
