Svalbard isn't near iceland. (it's located up near the north pole and is actually larger than iceland. iceland is actually closer to both norway and canada than it is to Svalbard)
the whole point of the Vault being on Svalbard is the fact that the place is in near perpetual deep freeze, which helps preserve the seeds in it.
and regarding Scandinavia, remember that the RMB and RUE establish it has a nation "as advanced as Triax", and Triax 2 has established that they have a lot of experience with naval tech.

Right. My point is if we've got a good place to reseed, thats a good reason to break some of it out of deep freeze. The whole point of it isnt to just keep some frozen forever for the sake of the joy of freezin stuff. Its meant to be used when the world goes to hell, which rifts earth clearly has. If you've got a great new place to plant it, time to put it to use. If, in my hypothetical example that there's a huge rift to some otherworldly archipelago that all the scandinavians rallied to colonize, there's pretty good odds they'd bring some of that frozen seed with em at least for the things they aren't in a good position to use live seeds for.
What seeds are in svalbard that aren't native to the region? How do we get that? well. we got some in the freezer. aint like any of the contributing countries are gonna show up on our door if we raid the fridge.
