Maximilian was a cyborg, not an AI. All of the "robots"(with the exceptions of V.I.N.CENT and B.O.B.) were cyborgs created out of the original-crew of the Cygnus.

Doctor Who Spin Off The Sarah Jane Adventures had Mr. Smith But he's a Xylock a crystaline race so doesn't really count.
Ah ha in Warriors of Kudlak there was a computer that was giving orders to continue a war even after the war was over. Causing the species to abduct human children to be reprogrammed as serrogate warriors.
