Not just muscle memory, but also knowing your machines limits on an instinctual level. There are guys like racecar drivers or even oil rig techs, that can do things that aren't in a manual or recommended.

Like, at all.
But the wording of the power clearly defines this as being a possible interpretation. GM veto applies.
Personally I would never give the psionic character more than PA/Robot Combat Bsic bonuses. I don't care how powerful they are, the training regimen to get starting characters to utilize those weapons of war to their maximum (read: OCC skills) is not something I find agreeable simply because of this power.

I look at this like a Mind Melter can use Telemechanics to know EVERYTHING about an energy rifle.
Still, that does not make them an expert shot with the rifle.
There are other factors, like controlling ones own body (breathing, position, squeezing the trigger right, resisting moving).
Similarly, if telemechanics were used on a handgun that does not automatically make the psychic the fastest draw with that handgun, give them nerves of steel in a gun fight or the intuition to read their opponent and the situation.
It is my opinion that any character who uses Telemechanics to pilot power-armor or a robot should be able to pilot it but not at the skillfulness to compete with an expert pilot who has the experience of years of piloting and fighting with such machines.

I'm surprised people are still conflicted about this. Telemechanics provides a set percentile score for operating devices, and says nothing about bonuses. Tautologically if it provided bonuses it would actually provide bonuses. It doesn't, so it doesn't.

The only time the Psychic gets bonuses would be if they have the training already then combine it with the Telemechanics power.
