is Dream Window still the cheapest spell for creating a Rift ?

This spells basically seems to emulate the PCC ability of the Dream Maker (they create a Rift using ISP to physically step in and out, instead of teleporting like a DreamDancer does)

I remember when I saw the Astral Window spell for a mere 60 PPE that was insanely cheap compared at the time in Between the Shadows compared to the usual 1000 PPE it cost to rift to the astral plane using the 15th level Dimensional Portal spell.

Subsequently we've seen more flexibility, like there are ways to cast DP at half the amount (500 PPE) plus the Shifter got OCC abilities to make limited 1-way rifts for 125 PPE or even 50 PPE if it's just a grapefruit-sized communication rift (but even then 1 creature can still step through...)

Dream Window however for a paltry 30 PPE seems to be like the cheapest way to open a Rift even to this day if you want to bring in weird stuff on the cheap or make a quick escape?

In terms of summoning long-term minions for a Shifter I don't know how useful it'd be though since there's rules that dream creatures can for the most part not exist outside of the Dreamstream - the portal has to stay open and they can only move so far from it until they just fade away and get pulled back into their host dream pool.

If you just wanted to hop into a weird (albeit super dangerous) place though, this remains cheaper than Astral Portal, and I dunno, the astral plane is pretty dangerous too, maybe the dreamstream isn't that much worse?

Both remain cheaper alternatives than even the Shifter's super-cheap 1-way OCC-ability Rifts which makes me wonder - do we just assum these spells don't exist on Rifts Earth to the same degree they do in Nightbane? Or are they mostly avoided because they're too unpredictable?

I'm just envisioning a bunch of maeg noobs constantly casting spells like these and bringing Vampire Wraiths and Dream Ghouls into the world constantly causing havoc and maybe that's how hatred of magic flourished and allowed the Coalition States to form.

First I would make it really hard for any non-NB native to know about the existence of the Dreamstream. I do not run it that each dimension has its own. Which is how I run it via the Outer Layer of the Astral Plane. Secondly if they knew of the existence of the Dreamstream they would have to find out or figure out the spell or find someone to teach them. And yes, the dreamstream is exceedingly dangerous.

The "Read Dimensional Portal" sensitive psi introduced in Psyscape explicitly lets people know if a Rift leads to the Dreamstream, so I imagine it must be a thing in Rifts too, we wouldn't be an exception to the usual rule of everyone having a dreampool and stuff even if there's a lot less interaction with it in URarth compared to NBearth

The whole cross-pollination of stuff like spells is indeed an interesting question, but once someone who knew it made it to the planet I could see it getting around, it's definitely a cheap chaos-inducing spell to make into scrolls and the like.
