Tolkeen Uber Alles!
Food for Thunk: an alternate timeline where Tolkeen won the defensive war against the Coalition. Though suffering huge losses in casualties and collateral damage, the city still stands. The CS forces, having taken as much of a beating, end the siege and slowly retreat to their own borders. My estimate would be, neither side is left completely defenseless, but neither side is capable of launching a new offensive any time soon.

The Federation of Magic swoops in for the kill on both fronts, only to once again overestimate its strength and end up weakened. All the major forces of North America have over-extended themselves and none of them are prepared for the Minioin War to explode in their faces. To survive, they will have to work together, but would they rather die before that happens?

If retreat from the Tolkeen front were an option for the CS, it would have happened after the first day or two of the war when they realized their "I Win Buttons" weren't going to win.
If you take it in that context, they just hold off until they find a better way to attack.
But...since this brain action is from the situation you created, I'd have to say Glistam isn't really all that far off the mark. If both forces deplete themselves, and the FoM miscalculates to attack them after hence weakening itself, then sure...Minion War spells the doom of North America.
If the FoM doesn't attack, people sit on their hands until they build up forces again, or the CS hides in a hole because it can't beat up one little city and is afraid FQ will come conquer it, I don't know.

Its not just one city it is a kingdom of several major cities, well for rifts population numbers.

I'm pretty sure, if things had gone too bady, the CS would have simply nuked Tolkeen with a saturation bombardment once they realized the ley lines were too unreliable for swollowing rifts to take them all as they pulled out. This is what they had to do to take the dragon kings city after all, when a few of the dragon kings decided they would rather die fighting than run.
