It's listed as Fort Pinnacle located at Port Horus, with a secondary base in Baton Rouge.

I think any CS in the gulf would be quickly turned into Swiss Cheese by the Spugorth.

Splynncryth could conquer Rifts Earth at his leisure. He owns several planets worth of troops to bring for conquest. The only reason he doesn't bother is he finds the chaos fun to watch.

Splynncryth isn't going to bother CS Navy as long as they remain defensive unless CS gets too powerful and makes the game boring.

I am not sure if one has been named but I assume given the CS control 90% of the mississippi and their states pretty much border it all the way down that they have a base at or near the mouth of the mississippi.
