What about the town of a dozen fracts in the Old Kingdom Mountains.
Also the denizens of hades show a great deal of equality to all races (admittedly they treat all races terribly but theyre not biased).

Well, the only issues you might have would be how it manages to not be raided by the roving gangs in the Old Kingdom. Perhaps they have some sort of bargain with one of the larger gangs..
There's always the old standby of a shipwreck/magical vortex that basically starts everyone in the middle of nowhere. Works well to get the PCs together without the racial problems. It gives them time to start up and actually become a group without having everyone try to lynch a specific member. That way, once they ARE someplace with lynch mobs, the other PCs have a reason to get involved... Thats one of the hardest things about a new group. "I'm a human in the ET.. why am I going to try to help this wolfen who's about to be hung?"

Creatures of magic aren't allowed into the Library. Of course that's because there's a large ward that prevents the use of magic, and a side-effect is it drains CoMs of hit points.
Another place that is rather tolerant is the shadow coast. (Northern hinterlands book)

Um, that's actually sounds rather like my barony. Except for a few points...1. I am are almost constantly at war with the Gromeks. 2. The fact that there is a certain amount of hatred toward the wolfen race amongst the refugees there, and the orcs aren't exactly helping matters either with their raid/attack on the South Eastern towns on market day. And 3. This is on another planet.
Only place I can think of that accepts everyone, including the universally hated changeling, is the Island at the Edge of the World... of course it's also primarilly populated by changelings, as well as governed by a changeling with a Multiple Personality Disorder, but hey, why split hairs on little details like that?
