You could have the Empire of Humanity the only humans "immune" to the Zombie Plague... or atleast the ones smart enough to have survived the initial outbreak.

Have the EoH centered around an old military base (think something like the Lone Star complex) that quarntined itself almost immediately and was able to thrive afterwards, the creation of the mutant dogs would be a big help.

That's a great idea! As is i'm reading "The Stand" and have read how one squad of the military proclaimed themselves soldiers of the "Republic of Northern California" as things fall apart due to the superflu running rampant, killing most of the population and civilization going down the toilet.
Gonna have to give some thought about that. Again GREAT idea NMI!
