As with any military organization, experienced leaders and lack of continuity plague the system. Just as you get good at your job, its time to move to a new location or you become promoted and take on a new position. It happens all the time IRL.
The Juicer Army of Liberation must have it the worst seeing that the newest recruits will only LIVE for 5 years Heck, you cant even email the dude to see what he was doing when he ran the project you just picked up...
I wonder if 2.5-3 year veterans will detox just to take on a leadership position. Must be lots of borgs running the JAL. Either that or they have an awesome pass down log and continuity book system!
