Rifts: Ultimate Edition has discussion and penalties for low stats. Children stats are mixed between different books, and inconsistent across them. Chaos Earth: Rise of Magic, Nightbane: Survival Guide, and Dead Reign: In the Face of Death all have rules for children character stats.
