Thanks for the compliment. I think you're right about there not being a mechanism in TMNT to learn new skills. That may be by design or perhaps that rule was added to later Palladium books. Problem with getting that precise is that this system doesn't seem to allow you to add new skills to your character over time, so you can't pick up a new weapon or class of weapon in the future.
