If you go with werewolves as a ruling body in Romania (or near it) I would suggest the Underworld series of movies, specifically the prequel Rise of the Lycans. That was one of the books I missed picking up when it came out and I'm hoping when the finances are right I can circle back around and pick some of those up. But you bring up a good point. A simple lie from a reputable source can smooth over a lot to the masses so it might make it easier to cope with.
