I think it also comes down to 'how much draw is there for it?' Let us assume that Palladium is not in good shape. I don't know either way if it is or not but lets assume a worse case scenario. as for rest I just mean 'an hour's rest', no metered recovery period. yeah I do agree that you shouldn't just throw in new rules in a supplement. If you do at least errata the main books. Heck do what Jolly Blackburn did, print out the updated/fixed rule in its new place, and let players paste the addendum into their rulebook. it was really novel

falsify evidence? I could see a power that essentially erases all DNA signs from anyone not present in an area, or even a companion power to Forgettable, that the person never leaves footprints or fingerprints, never leaves DNA at scenes, etc.

I think Hackmaster borrowed some of Palladium goodness since Kev and Jolly are good friends. I think that's where the active defense comes from. Its definitely pretty minutiae based though, and I'm not sure I'd play it, but I do like the running count for initiative.

as with the other post, depends on what you want. Capitalizer is a good one, Parkour master is good because you can get some good damage out of that skill if you use it. There's a good one for extra P.S. damage with two handed weapons which is nice too.
