I'll have to double check to be sure, but I believe that HUII Hardware: Weapons Expert characters get W.P.Sharpshooting, a skill which HU Revised Characters did not have.

I allow the skill Sniper to be used with Crossbows as well.

Actually, Bend Light is a very good Nemesis to Color Manipulation:
Not only can you parry lasers (roll like a normal parry, with a +3 bonus), but you can also separate the color bands in the spectrum.

Penetration value for e-weapons might not be a bad idea: I'd want to work out some details in execution, but I'd be willing to try it. I think it would still go better to have armour have less MDC/SDC in comparison to small arms. I think I'll start a forum on it- so I won't change the topic in here...

And certainly there are simple ways to keep menacing creatures menacing.
A vampire is still threatening in SDC or MDC terms.
Other creatures might be made Impervious to normal weapons, or simply given high(er) ARs.
There are lots of ways to achieve to goal.
