Assuming the attack knows (Sixth Sense or sees you turn invisible) or suspects an enemy is present they should always have the option of shooting at their opponent with penalities to hit.

the thing with TW it is up to each individual GM what can be done in there games. Many would stop things they see as breaking or not in line with how they see things working. So in the end ask your GM.

The advantage of PPE over e-clips is that ppe recovers naturally, and can be harvested from ley lines. If the group does not have a e-clip charger (something that is supposed to be expensive and rare) then ppe can recovery means you can spend more time in the field.

TWs should be working with non living tech. While there may be some TW cyber/bioware however any regenerating living armor would force out such implants.

The TW ability to make TW devices, is based off a skill found in the list of normal OCC skills not as a ability. So it could be possible to learn the TW skill or transfer it with instill knowledge.

Most resurrection in rifts does not remove injuries or cause of death. So resurrecting a juicer that died to last call, will still have the burn out last call death looming over their head. So you would just bring them back to die again.

One thing I notice PB does not have is intro box sets.
Basically, a simplified rule set pregen characters and maybe an adventure or two to introduce new players to PB games. Most RPGs now have a beginners gate way box set.

The GMG and BoM are good refence books even though they are out dated. Requiring people to rebuy a bunch of books they already own to get the updated OCC seams a horrible system to me. So rereading the TW occ. I discovered something odd.
Creation of TW items is not listed as a class power in RUE.
It is instead listed as a exclusive OCC skill.
What would happen if a non-Tw temporary or permanently gained the TW creation skill?
(There are few cannon ways this could happen.)

A Phaeton Juicer combat biker would be a fairly bad mo fool of a biker. While there may be other obscure ones they would be the go to bad mo fool for a biker gang. Not to mention the mot common in NA.

It really comes down to the players. Some are good at finding being creative with their spells and equipment quickly and efficiently. Some get distracted by the choices and slow the game or make poor choices.

looking at it from the persepctive of the GM, my strategey for making magic users feel contributing can be summed up with "magic is only as powerful as it's prep time". magic can do a LOT of stuff nothing else can and used correctly can win you a lot of fights that would not be winnible otherwise ...

Vehicle defaults is to assume Robot-level sensors in other vehicles. World Book 7 doesn't have these two vessels, but two different ones with magical sensors which could be substituted in I suppose (maybe for the Mothership and not the Raider)
