So, in the rare case it happens (IIRC, there's only twice), then I give them the pre-req skill for free, but it stays locked at level 1, with no bonuses- not even the IQ bonus.
They're absolutely free to select the pre-req skill, and it would be treated as normal.

Re: Vampires in PF
I see Vald-Tegor as managing the population of vampires somewhat like a game warden... he wants to be sure that there are enough predators in the preserve to keep the prey at reasonable levels, but also wants to be sure that there are not too many. So he creates new master vampires only when necess...

There's only one V.I. in PF, and that's the deity, Vald-Tegor. He actively works to make sure no other VI gets a hold anywhere. You can find more about him in the book Dragons & Gods. For vampires in general, look in the Western Empire. That book details them (although not as well as a lot of us...

You can make any circle travel-accommodating by inscribing it on a wagon or cart. At level 1, you cant control anything with your summoning circles. I absolutely disagree with the 3d4.
IMO, reasonable reading of the rules does NOT say 3d4. The +1 @ levels is about the strike, not the damage.
The damage can be 1d4 or 2d4 depending on how you want to interpret. But no bonus to damage at level 4, or any other level.
