Personally, I like to apply the AP rule to railguns as well. It gives a good reason to lug around a 100+ pound weapon instead of 7 pound laser. Would a Vamp planet even have that many Vamps on it? If there are no threats, there isn't much point in making too many Secondary Vampires. Doing so just ruins a meal and creates another mouth to feed. It doesn't seem like a winning proposition.

That whole Impervious to Energy thing doesn't mention protecting gear though right? It kinda does... in the fluff. MKotWR can ride War Birds when the bird has their MDC energy aura active. Beings that can absorb PPE can absorb more than just 50%, they can absorb up to 3x their base PPE as per page 21 of the Book of Magic.
