It doesn't surprise me. Any shipping outside of the continental US is bound to be high. $54 isn't the highest I've seen. Personally I've seen $98 USD for shipping a paperback novel. Sure, it might be shipping to Australia, but that's still ridiculous.

In regards to the initiative bit, my take on it would be use the loaders initiative, the shooters weapon skill. At the very least, if it were player characters, it would mean both get to roll some dice for that combat round rather than one.

If you don't mind torturing the poor creature, you could pay someone to stitch a dragonbone permanency ward into her skin and cast invulnerability on her. Otherwise, I think your best bet would be to negotiate a custom item with your GM. Pretty much everything in print, either a straight magic item...
