Yeah, there was a lot of argument along the lines of "Why would anyone want to take the Hardware type, when the Natural Genius does everything better?"

I don't know if I am allowed to pimp other games, but I think BASH! Ultimate Edition is pretty cool. It has a mechanic to allow characters of differing power levels on the same team, or the Angel Summoner/BMX Bandit problem, as I call it.

Well, making up a "super city" is almost traditional. Marvel didn't do it, but DC has Metropolis, Gotham City and others. I believe Century Station was following that tradition. I honestly think Century Station is one of the cooler settings out there.

Century Station is supposed to be the HU equivalent of Metropolis or Gotham City. A fictional city which has no fixed location.

If you decide to use the "standard" Palladium vampire concept, you could easily use the Wompyr from Nightbane, since HU is a relatively low-magic world, at least compared to Rifts. In fact, a Wompyr might be a good PC idea, sort of a conflicted hero.
