The Japanese & Chinese Monk classes found in World Books 8 & 25 are both essentially mystic aescetics. I also believe the Psi-Warrior class was described in similar terms in WB12.

I think it is to balance dimensional travel to SDC dimensions. RUE does have rules for this in relation to opposed skill checks and perception. At least the mechanics of it. As for when to have the PC roll, that can be a bit trickier since if they have to roll it can result in some metagame. If you want to avoid rolling to tip of players two ideas come to mind...

I can't imagine working for a small-time game publisher like Palladium can provide the kind of insurance or income you need to care for an extremely ill child. It's a shame he had to leave, but that's completely understandable given the circumstances. I hope everything is going well for his family.

No reason to think it doesn't. Usually if skill bonuses don't apply, it will indicate it somewhere. Of course, MDC creatures don't gain SDC bonuses, but I think that's pretty obvious & straight-forward.

Roll the dice for attributes. apply the modifiers appropriate for the attributes, if any, then copy everything out of your O.C.C. description for skills/special abilities. It's pretty straight forward.

The latest word in Heroes of Humanity is that Dominators tend to be rapidly promoted to NCO & commissioned ranks. That seems to both indicate that they start below that rank but are not prohibited from obtaining them.
