Looks like alot of work, and it does look good . . . except for one little issue. It seems i'm better off not getting my degree
52-58%: Two Years of College: Four Programs +15%

81-84%: Bachelor's Degree: Three Programs +15%

Anyways, since i'm all about the suggestions, maybe we can keep the unfocused college student having more skill programs than the degreed one, but lower the bonus percentages, so the guy with the degree is better at what he does. . . or atleast have some more specialised skill programs (so far it's only doctoring) that require a 'true degree'

drop the % of the ones that dont get a degree by 10% (dont add 10% to those that do.)

I like the skill bonuses and penalties system. I have not comne up with anything better. But the skill programs are too much for me to adapt. I will be picking and choosing from the education levels and may tweak them as I see fit.

10-14%:Basic Schooling (Elementary School, Grade 6): This is typically a rural character from a poor family that only completed an Elementary School Education.
15-18%: Military Draftee: These are either relatively young people turned into soldiers, or people from less educated lifestyles (think Billy Bob the farmer, who hasn't gone to school).
Sorry to get off topic a bit but these are negative stereotypes that have always irked me everytime I've seen them. Although I've lived most of my life in the city, I have spent a good portion of it in rural areas. I can tell you that the people in rural areas are no less educated or intelligent than their urban counterparts. In fact the stupidest people that I've known are from the city. When I was in college many of the students there were from rural areas earning Bachelor's degrees in everything from Agriculture to Pre-Med. Some are now doctors.
Although there is less money to go around there is not necessarily total poverty. Have seen the prices and sophistication in today's farm equipment? The Farmer Billy-Bob Yokel that's popular in today's media would not be able to purchase one much less operate it.
Anyway, that's all I'll say on the matter. I don't normally go on a rant like this. It's just something I've seen one too many times. I apologize again for going off topic.

New category of skill programs : Mental
Skills which grant unique advantages when learnt together can include skills mystics , psions and other mentally inclined users would learn.
i.e Enlightened Mystic Skill Program( costs 2 skill programs):This skill programs represents the skills that are learnt over a decade or most to reach self intropsoection and enlightenment on one's inner self. At GM discretion may develops mystic abilities
Literacy:One of choice
Fasting
Meditation(+25%)
Anthropology
Philosophy: Taoism, Yoga, Buddhism or Zen for another costs another skill
Research
Psychology
Auto-hypnosis
Mental Training( New)
3 lores of choice
History
Celestial Bureaucracy
Cryptography

This is my attempt at a new skill category , one focused on mental and metaphysical disciplines ( which paranormals are supposed to learn or those hoping to be paranormals are supposed to learn), celestial bureaucracy is from mystic china 2.

I've overhauled the system;
1) It is definately based on IQ
2) My stats get bonuses for anything above normal (10)
3) I use skill points based off IQ (IQx50 for non classed), and allow for IQxlvl per level
4) The book uses Secondary and Primary. I use Basic, Expert and Master;
Medical=Basic First Aid, Expert Paramedics, Master MD
5) Cost: %: Basics are 1:1%, Expert=2:1% and Master=4:1%
6) Physical Skills have levels 1-10, and the costs are B=10:1 lvl, E=20:1 lvl, and M=40:1 lvl.
Example Body Building:
Basic=PS+1 per 2 levels and 2 SDC per level-You are a weekend gym warrior
Expert=PS+1 per level and 5 SDC per level-You are a professional body builder
Master=PS+2 per level and 10 SDC per level-You are consistantly a Mister Universe contender.
So if you get master level BB level 10 you will have PS+35=Max 30 and SDC+170. Seems like a lot? Maybe, but it is a central focus in your life and you have spent 100+200+400=700 points
7) WPs: again 10 levels each. B=SP+1 per 2 levels, E=SP+1 per level and Dmg+1 per 2 levels, M=SP+2 per level Dmg+1 per level and Crit-1 per level.
They get more specific as you go higher B=Blades, E=Swords, M=Long Swords.
Again if you spend 700 points on mastering a weapon you should be damn good at it. YOu can't do much else but there you go.
Caps: Scholastic skills are limited by IQx10. Dexterity based skills = PPx10. Skill combat bonuses=PP
Can you abuse it and min max? definately. But then you die because you can't read the Farsi signs on how to get out of the desert terrorist compound which is about to blow. "I follow everyone else out" "Yeah ok but they are all dead, laid low by the masterful and elegant strokes of your lethal katana." "MacGruber"
