A cats eye could be attached to the squadron. I would keep your players as a elite/Suicide squad depending on their commander. and not have them with any additional npc till you have time.
But i would the you would need the commander, communication tech in the tower and maintain crew as a semi regular group to interact with. the rest of the base personnel could be in the back ground on a as needed basis. you may also want to include an officers club if you are letting them be officers.
Have you set in on any online games? it might help. alexanderdeath ran a good game. it could be a benefit to join in on one two two before you play.
