It never says that ley lines ARE necessary for rifts to open up. Anywhere.
The Dimensional Rift spell never says anything about not being able to cast it away from ley lines.

Good point the Rift drives that are used in Phase world don't either. ok your right.

just wing it Studs, Its what HG did.

Naw, HG put them together, rewrote the script and saw that it was OK and named it Robotech.

Palladium wrote down what they wanted based of the HG series adding there own ideas and called it good there by winging it.
