Most people that have uneventful lives I would put at levels 1-3 regardless of their age.
People that have more exciting lives, like Billy who spent 4 years as a solider, probably around 6. Lower if all he did was guard duty, higher if it was 4 years of constant war.

I'd be tempted to say that the character is SOL as they went from one non-combat trained life-style to another.

I don't believe there are any rules that state a natural 1 is an automatic failure regardless of bonuses for anything; strike, parry, dodge, or saving throw. At least I've never noticed the rules anywhere in the text. Though it is a very popular house rule.

Triple all costs both the PPE and the body-investment, as it references the powers in the D&G, and since it doesn't provide any different explanation of triple the cost one should base it off the description of double the cost in D&G.

I have nothing that I would ever outright ban, though I do disallow certain things that wouldn't fit with the campaign. Even then I try to work with the player to modify the character to fit as opposed to banning them.
