Renet and some of the other Time Lords are detailed in Transdimensional TMNT, but I'm not familiar with the other names you mentioned (never read ye olde comics), nor exactly which characters in the game books are from the comics (except where specifically stated, such as the Time Lords, Kirby, and Monster, who are also in Trans-D TMNT).

Their SDC is listed right next to their Hit Points...

SDC and other stats for NPCs are arbitrarily decided upon by the author/GM. Few if any of the NPCs have stats that fit the rules.

Stockman is not a physically oriented character in any way, thus he has no resistance to damage (much like the Utroms). If you punch him he will bleed.

Doc Feral has no physical skills either, but he has decent SDC (high side of 3D6 worth). Even Casey Jones has no physical skills, but still has a high SDC score (6D6 I'd reckon). If you total up the SDC for most of the other NPCs you will also find such discrepancies, generally amounting to 1D6-5D6 points beyond physical skill bonuses.

Thus it can be plainly seen that NPC SDC (and likely other attributes) is determined not by the rules, but by the threat level the author wished the character to present in combat.

Rat king was in the cartoon, and could control rodents; sort of like a were rat only couldn't change into a rat.

To answer the original question:
Get a copy of Transdimensional TMNT when you can. That includes stats for more charaters from the TMNT comics.

If you can find it, you might want to check out the Mutant Universe Handbook that Archie comics published back when they were printing a kiddy version of TMNT. There's three issues including the update.

Also, "Nobody" can be found in the first run of Tales of the TMNT series.

I did one of two things when making NPCs, 1. this was 4 years ago when I bought the TMNT 2nd Ed game but when making human NPCs I used the avarage hieght of humans (5-7 ft tall) and just used medium build to get SDC since mutants and human could be made the same way and it worked, but now I just go with the ATB 2nd Ed on humans.

2. I was less then 5 when the game first came out, but when I first saw TMNT it was the Cartoon (Old ones) and Thought it was the coolest thing, still have the two hour long cartoon, it starts from the very beggining of the first episode to the end when krang and Shredder get sucked to dimension X. anyway sometimes you just have to guess at how an NPC is done the best you can while using the rules, if it is based off of something.

just thought I'd mention the second one cause the First NPCs I made were Bebop and Rocksteady and they were great!

Do you mean TMNT Revised (since the second edition was never released)?

Yeah I did mean the Revised edition of TMNT, it was a mistake.

Donatello would most likley be a village master, but would teach all of the apprintancships since he has learned them all, for the most part.

michaelangelo would probably mature and do the same thing raph is doing except he would probably antagonize the empire of humanity.

leonardo......what he will do is spelled out in his profile, most likley he will die in a fight of justice against humanity.
