Preferably tech-based, but TW-oriented could work too.
More on the Good/Neutral spectrum of alignment, but not strictly required either.

Truth be told tech-based is not even essential, having human-level intelligence is good enough for having a flexible definition of "advanced" societies

Wanting something to maybe fit in the role of these people worshipping Poseidon before the Mechanoids came along.

Lemurians are a good option. Who is to say a Lemurian city didn't escape to the Three Galaxies or wherever you need them to be, and made a lift for themselves on some other world.

If you have access to HU2 Galaxy Guide, they have several different aquatic races. You would have to convert them to the MDC system.

Nah, Lemurians, much like Atlanteans, Sea Titans & Altess, are just humans with some levels of snowflake sprinkled in.
I'd like something that has at least a Star Trek alien level of deviation, though Star Wars alien or fantasy "monster race" is better.

Ah, that IS perfect for my interests. Might not even need to convert them per se, as part of the idea hinges on near defenselessness against MDC threats. Thanks a lot.

Edit: After some re-reading i found out the races in general are in AU, not AU2: Galaxy Guide. Guess we both fumbled that one out of lack of use. But no big deal. :)

The HU2 core book and the HU:AU book have tables for creating alien races.

True, true, what is pretty good too. But checking ready options first for now. Sometimes you just want to put two or more pieces of fluff together for a little scenario.

On an aside, reading on Grymdin in the Galaxy Guide. Now that is some high-octane hive of scum & villainy indeed.
Good thing it's the makeshift mess of gargantuan engineering it is, i dread imagining what its rulers might be capable of with access to magical knowledge and an actual planetary geomancy to work from.

From Rifts WB7 Underseas:
Rurlel Eel People on pg37-38 (depending on how humanoid you want them, they are MDC but could convert their stats to SDC)
Naut'Yll RCC on pg148-9 (could be a "good" faction and/or variant that is SDC or the world changes them from MDC to SDC)
Amphib RCC on pg98-100, you'd have to change the back story information for them but otherwise you'd have a ready to go race(s).

From Rifts WB21 on pg80-2 has the Octoman RCC (while technically MDC creature it comes with SDC stats), though you might have to come up with a reason form them to be at war with the Mechanoids (plot point). Then again you could also have a colony that was "experimented" on by the Splugorth (or Gene Splicer/Tech) or some other "mutation event" that made them more humanoid that occurred in the past.

From Rifts WB31:
Indie Swamp Men on pg103-6
Kraks on pg103-111
Loaks on pg120-24 (created by Gene Splicers on Rifts Earth, no reason the Gene Splicers or Gene Tech couldn't do something similar elsewhere bio-engineer a race)

So does Rifts DB2 PW (pg104-8), with some work involved one might even use Mutant Animal Rules in HU2/ATB/TMNT to mutate animals not in those books (or in books/Rifters one does not have).

Rifted #29 has Pistolpine(porcupine/pistol shrimp chimeras) who can take water breathing, four whole pages of aquatic mutants, as well as leech and slug/snail mutants.

There is an article in R70 "the Deep Frontier" that is supplemental for an Underseas campaign.
