when a player chooses superhuman or supernatural strength as part of his weapon's abilities, does that mean he'd get the +30+2d6 PS bonus from supernatural?

Yes, if you pick superhuman or upgrade to supernatural strength as a special ability of your sword, you gain the equivlent of the superpower, but only in their "battle dress" form. Their normal form retains ordinary strength, but their transformation gains the power of Supernatural Strength, and all bonus's that come with it.
