Unicorn Power Armor vs Anti-Pain Serum
It sounds like a Buckaroo Banzai episode, doesn't it?
Unicorn PA comes with a suite of less-than-lethal (LTL) weapons. Most allow a save vs Pain (non-lethal toxin) or inflict an effect. Anti-Pain Serum gives a bonus to SDC/HP, but doesn't actually give any bonuses against Pain. So Unicorn-equipped troops armed with flashbangs, the acoustical stunner, and the stun baton should be able to stack Anti-Pain Serum-inflicted troops like cordwood, minus any MDC weapons wielded by the latter.
Am I missing anything here?

Well, beyond the obvious that the Unicorn is a Battloid and not a Powered Armor....

But yes, the Anti-Pain Serum doesn't actually work as shown in the Tv series. The UEF"s blasters put neat holes in the enemy and instead of bleeding out (like they normally would), the 'zombie' gets back up and keeps charging.
So yea, against CDU Troopers with blasters (let alone Less than Lethal weapons), the Anti-Pain Serum shouldn't honestly affect the Tirolian clones until they're basically unable to (vaporized/cut in half or whatever by an Anti-Tank Grade/Anti-Mecha grade weapon would be my guess).

Where did Palladium stat the Anti-Pain Serum?
Though based on what has been said, yeah it doesn't sound like they did a very good "adaption" of it (no surprise there, they didn't do one for the "Pupil Pistol" either). Which in this case is semi-understandable since it's depicted as having known subjects get shot by MD (energy) weapons and then get right back up after falling down, so to pull that off even remotely you'd have to have more SDC/HP (coupled with some type of healing factor?)
Off topic slightly, though in the show when we see the APS troops engaging the ASC, I have to wonder why the VHT didn't fire any of its weapons into the gun tooting zombie horde. The VHT's weapons likely would have made the APS useless at that point (or at the very least slowed them down by maiming them).

Doesn't matter if it's powered armor or a battloid; if it can punch a hole through you or stomp you pancaked it's Something To Be Avoided.

Anti-Pain Serum troops come with a 20 MDC body suit and a Tirolian assault rifle. They're *just* strong enough to not be strawberry jam to Unicorn Power Armor.

So APS troops Don't Avoid them. It comes with the zombie aspect of the drugs.

I'm not being obtuse. I TOLD Jason Marker that it was a Battloid. Palladium wouldn't have even HAD the artwork for the Unicorn if I hadn't loaned them my collection. The RPG got it WRONG.
