Almost sounds like some kind of alchemist who manipulates some aspects of the natural elements of the world...namely air and water in the case of her selected power combo. Also changes the "state" of matter to some degree...the only suitable name I could think of would be CATALYST.

hmmm. . . . all of those powers, except of energy expulsion plasma, death with water in some form or another. . .

I'd say something having to do with water or just the color blue. how about Saphire (however you spell the gem)? nothing wrong with naming a superhero(ine) after a gem. . .
