1. if they are around, the PCs will be asked to help the 'monster'

2. if the PCs arent around, a news crew will be covering an event and the 'monster' will ask for help on air.

End result, the 'monster' will be shot.

The PCs can dig around and they will eventually discover the linking factor to these students. They all at one time shared a class with a well reputed professor of Biochemical Engineering.

They can trace him down to his house but find nothing. A secret door will reveal a subterranian basement in which he has a 'mad scientist lab' set up and he has various people in stages of 'experimentation' and maybe even a Eugenics.

What do you think?

Not a bad idea, though I'm a bit puzzled on how a 'monster' who makes a public plea for help could justifiably be shot and killed afterwards (though the ever-popular 'itchy trigger finger' of the panicked policeman could be employed here).

Definitely make it a challenge for the party to track this professor down. After all, if he's too easy to find it'd be kind of a letdown.

Called "disturbing" by Therumancer.
Was informed that "Recommending the destruction of a third of the nation is not appropriate."

You're welcome, Yukon.

I... guess he'll be starting a new campaign.
