Y'all, is it just me or does ^Angel^ seem to be chock full of questions lately? :D

If you believe that these characters stands a good chance of recurring (regardless of whether as villains or allies) then go ahead and flesh out the major figures (gang leader, drug dealer, main members of other superhero group). While it may seem like a pain in the butt to do, it'll pay off big time in the long run -- the most part the more fleshed out a character is the more interesting he/she is, and unless you're a virtuoso at character acting (the hallmark of a truly entertaining GM) it'll clearly show up during game play.

Plus, you never know when an NPC will become such a big hit with the PCs that he/she/it would require a recurring role -- and if that's the case then that NPC is already completed and you don't have to wrack your brains thinking "now where was I going when I originally dreamed him up?"

I want to give you an example. I was reading the Rifter a few years back and I came across a villain that the heroes couldn't destroy. They had a fit but had fun because he kept coming back. He was a scarecrow or zombie (I don't recall right now.) But the villains coundn't kill the guy until the adventure came to a climax and they knew what it was. What I'm coming to is to make your villains unique.
