Sounds like Inertial Armor from the old 2300AD game, although it didn't specifically say it was because of a liquid.

Anyway, the game effects would be the wearer wouldn't have any penalties for wearing armor. Not sure about placing what value of SDC on it.

Although in the 2300AD game, clamshell armor (ie stormtrooper-type) was rated at a 1.0 PV (protective value) and Inertial Armor was 0.6 PV. Some soldiers used the Inertial armor (standard BDU) with clamshell breastplate and leg shields and elbow guards (ala Aliens Colonial Marines - HOO-AH!). Clamshell armor was used by the Hover Mechanized Infantry, while the standard infantry used the Colonial Marines style.

To compare protective value against weapons. Hunting rifles did 0.4 DPV (damage point value) damage, Gauss rifles and maybe lasers did 0.8, APHE did 1.0.

That's from memory (late 80's), I could be wrong about the gauss and laser weapon damage. I'm positive about the rest. BTW, your weapon DPV had to defeat their armor PV or you did no damage.

Larry Niven had a similar armor in his universe. he called it 'Impact Armor'
