I don't think they are meant to stack any more than the different strength powers are. You pick one or the other.

That is up to the GM.
I would personally say no, since other wise you basically get to buy the speed boost from a super power multiple times, which is not the intent.
But as there is nothing explicitly saying you can't if your GM is fine with that combination then go for it.

The rules are not a bludgeon with which to hammer a character into a game. They are a guide to how a group of friends can get together to weave a collective story that entertains everyone involved. We forget that at our peril.
