Yin Sloth Jungle Skills

the new elective skills described on pages 40-44 have great description, but no actual Percentages for the skill usage. is that found elsewhere? like gem cutting, siege engineer, stalk/capture, etc.

many of them are in the main palladium book, which makes me also ask: why are they also included here? like running, streetwise, wilderness surival, etc.

Yin sloth is a first ed book, the percentages are on p.46 and p.47
The main book you are looking at is most likely the second ed version

Greetings and Salutations. As an add-on to the above, Rifter 24 (unless it was 25, but fairly sure 24 as I'm not at my books right now) updates the other skills to 2nd Edition rules, and if you are using 2nd Edition will likely have a format you're more familiar with. Farewell and safe journeys.

P.S. I believe 2 skills were not updated in the Rifter. I believe Blacksmith became an O.C.C. exclusive skill (see Blackmsith O.C.C. in Northern Hinterlands) and the other became included in a different skill (one of the Rogue skills, going by memory).
